The government of the United States has proposed a ban on Chinese and Russian software and hardware that are used in smart vehicles. The technology is used to connect smart cars to the outside world via Bluetooth and Internet. The US Commerce Department says that the technology poses a national security risk to the US as China and Russia can use it to hack vehicles, make them crash and steal personal data of drivers. The software ban could take effect in Model year 2027 and hardware ban could be effective from Model year 2030. This is the latest escalation in the US' actions against Chinese technology. President Volodymyr Zelenskyy has urged leaders at the UN General Assembly to seek a "real, just peace" for Ukraine, not "an out".

Tomorrow he'll present what he's calling his "victory plan" to President Biden.

But there's little talk of victory among his soldiers on the frontline in eastern Ukraine, where Russian forces have been making slow and steady progress for weeks.

Russia says its troops have begun storming the town of Vuhledar, a Ukrainian stronghold.

Further north the town of Ukrainsk was taken in the last 24 hours.

And they're moving in on the strategically important city of Pokrovsk, which we’ve visited.

An evacuation order was issued there weeks ago, but around 15,000 of its 50,000 population have stayed put.

Ukrainian President Volodymyr Zelensky is set to present a "plan for victory" in the country's war with Russia to President Joe Biden during this week's visit to the US.

Zelensky also intends to present the plan to US Congress and presidential candidates Kamala Harris and Donald Trump.

President Zelensky stopped in Biden's birth town of Scranton, Pennsylvania, to visit a munitions factory involved in supplying the Ukrainian war effort.

Zelensky will also travel to New York and the United Nations for a planned meeting of the Security Council on Tuesday and a speech at the General Assembly on Wednesday.

UKRAINE-KRIEG: Den Gamechanger gibt es nicht! Experte knallhart! Nur so kann man Putin besiegen!

US-Präsident Joe Biden lädt zu einem hochrangigen Ukraine-Treffen im Oktober in Deutschland ein. Bei dem Treffen der US-geführte Kontaktgruppe zur Unterstützung der von Russland angegriffenen Ukraine wolle Biden die Bemühungen der mehr als 50 Länder koordinieren, die Kiew in ihrem Abwehrkampf unterstützten, teilte das Weiße Haus mit. 

Biden reist Mitte Oktober nach Deutschland. Es wird erwartet, dass Biden in Berlin Bundeskanzler Olaf Scholz und Bundespräsident Frank-Walter Steinmeier trifft und anschließend den US-Luftwaffenstützpunkt Ramstein besucht. 


Biden in Deutschland

Auch wenn das Weiße Haus keine Angaben zum Ort des hochrangigen Ukraine-Treffens machte, ist davon auszugehen, dass es in Ramstein stattfinden dürfte. Das Format wird auch als Ramstein-Gruppe bezeichnet und wird in der Regel von US-Verteidigungsminister Lloyd Austin geleitet. Die USA und Deutschland sind die größten Waffenlieferanten der Ukraine. 

Zu den Hauptthemen des Biden-Besuchs gehört die Unterstützung der Ukraine. Es ist der erste bilaterale Deutschland-Besuch Bidens in seiner vierjährigen Amtszeit und der erste Besuch eines US-Präsidenten in Berlin, seit Barack Obama im November 2016 auf seiner Abschiedstournee die damalige Regierungschefin Angela Merkel (CDU) im Kanzleramt besuchte. 


Neue Milliardenhilfe

Biden wird heute außerdem den ukrainischen Präsidenten Wolodymyr Selenskyj im Weißen Haus empfangen. Dieser will Einzelheiten zu seinem «Siegesplan» für die Ukraine darlegen. Biden kündigte vor dem Treffen neue milliardenschwere Unterstützung für Kiew an - er gab mehr als sieben Milliarden Euro frei. Zu dem Paket gehören ein weiteres Patriot-Flugabwehrsystem, Gleitbomben mit hoher Reichweite sowie Drohnen.

Selenskyj dankte umgehend für die Hilfe. «Wir werden diese Unterstützung auf möglichst effiziente und transparente Weise nutzen», versprach der Staatschef bei Telegram und erwähnte die Unterstützung sowohl von Republikanern als auch von Demokraten. Er würdigte auch ein Ausbildungsprogramm für ukrainische Piloten an F-16-Kampfjets. Wichtig seien auch neu eingeführte Sanktionen, die Russlands Fähigkeit beeinträchtigen, den Krieg gegen die Ukraine zu finanzieren.

Die Ukraine wehrt seit über zweieinhalb Jahren eine russische Invasion ab. Selenskyj wirbt bei einem USA-Besuch für die weitere Unterstützung seines Landes. Kiew drängt in dem Zusammenhang seit Wochen auf die Freigabe von weitreichenden Waffen für den Einsatz gegen Ziele tief in russischem Staatsgebiet. Moskau hat für diesen Fall neue Atomdrohungen ausgesprochen.

Russian news agency RIA Novosti, citing Nikolaev pro-Russian underground, said Moscow carried out a strike on the Ukrainian port city of Yuzhny. It reported a powerful explosion after the strike. A Ukrainian front-line battalion filmed its drone-led rescue of an injured Russian soldier.

The K-2 Battalion, which is part of the Ukrainian Army’s 54th Brigade, posted the video across several different social media platforms this week.

Set to eerie music, the video runs longest on Telegram at more than 18 minutes. It picks out the strained facial expressions of the injured Russian soldier, damage to his wrist watch and the streak of dried blood running down the side of his face.

In the video, the drone operator decides not to kill the injured Russian soldier and instead drops water and a note before leading him across No Man’s Land to a Ukrainian trench.

It is unclear where or when the video was shot, although it appears to be set in late summer on a battlefield in the Donbas region of eastern Ukraine. Throughout the war, the 54th Brigade has been positioned on the front line in the Donbas region.

The video appears to be part of a sophisticated recruitment for the K-2 Battalion which, like the rest of the Ukrainian army, is under pressure to sign up more soldiers.

The released video starts as a Ukrainian drone scans a Russian trench after an attack, searching for survivors. It spots the injured Russian soldier lying on top of at least two bodies under an earth arch.

Biden announced that the US will send $7.9bn (£5.9bn) worth of military aid to Ukraine in a surge of assistance as his presidency nears its end.

The aid, part of a $61bn package that passed Congress in April, includes additional Patriot air defence missiles and long-range munitions.

The weapons package will be approved through presidential drawdown authority and will pull from existing Pentagon supplies to deliver the arms more quickly.

Congressional Republicans blocked the Biden administration's $61bn military package for months earlier this year, before ultimately relenting and passing the legislation in April. Before that, arms supplies to Ukraine had dried up for several month

The US has been the largest foreign donor to Ukraine, with $56bn provided for its defence to date.

The complex is designed to target drones and missiles, manufactured in Germany and sent to Ukraine as part of military aid earlier this year. One of the advantages of the complex is that it can hit several drones at the same time.
